According to Welcome to the "Frequently Asked Questions" List from rec.arts.startrek.misc [1]:

In the spring of 1991, people got tired of seeing large parodies, scripts, artwork, etc in r.a.s, and there was a proposal to create a new group called rec.arts.startrek.creative. There was some controversy over copyrights (that apparently didn't matter if the same postings showed up in r.a.s) so the vote was abandoned. During the proposal and vote, someone created alt.startrek.creative, which serves the purpose, except that it is unmoderated, and only about half the sites actually carry the group.

In a post by Stephen Ratliff to Alt.startrek.creative dated July 5, 1997:

The Alt.StarTrek.Creative archive was started by Joseph S Young back in
the early 1991. He maintained it on ftp.cis.ksu.edu until April of
1995.
During the summer of 95 a search was made for a server willing to house
the archive. In July, our new Archivist, Alara Rogers, announced the
new location, healer.com.
In January of 1996, the archive was moved to gdw.com due to it's better
connection (it was healer.com's ISP). Then in March, yet another change
was announced. The name was being changed to token.net.
In August of 1996, token.net kicked us off due to bandwith use.
Alara found us a new location at aviary.share.net

In the Fall of 1995, the call for an index to the archive got answered.
Matt Steenberg began a project to provide summeries for every story in
the archive. He called for vollenteer summarizers and began the massive
project.
However Matt seemed to have disappeared off the face of the earth
last July. So after waiting for several months, the FAQ Maintainer,
Stephen Ratliff took over the job.

One of the earliest references to a drabble in a purely fannish context on-line was on alt.startrek.creative in July of 1993. Some one mentioned a drabble by Kate Orman, a Doctor Who and Star Trek fan fiction writer. Given the discussion, it is obvious the drabble was posted to the community earlier.

In January 1995, the unattributed K/S story "A Job For The Young[2]" is posted to the Usenet group alt.sex.fetish.startrek, after reportedly having been discovered in an ftp archive. In December, Laura Goodwin posted Kirk/Spock limericks to alt.startrek.creative [3].
