Around October 2001, Sugar Quill had changed its terms of service because of COPPA, the Children's Online Privacy Protection Act. [1][2] COPPA changed fandom to a certain degree in that ages could no longer be blithely ignored. Fansites were changing their policies to state that no users under 13 years of age could participate.
