A great number of actors, writers, directors, producers, and others have worked on the series Doctor Who thanks to it orignally running for more than 26 years and a new verison being made today. The main character of the show ("The Doctor") has the power to regenerate (change into a different person when close to death) has been played by ten very different actors (so far), it is common in fan communities to refer to each verison of the lead by either his number such as 1, 2, 3, etc. or First Doctor, Second Doctor, and so forth, but more commonly by the actor's real names, since each actor created his distinct verison of the character, the actors and the character are often seen interchagably.

There are 2 stories on FanWorks.Org as of October 10, 2006. There have also been several posted to the lifeonmartha LiveJournal community.
At the start of November 2006, tennant_love banned RPF after a series of Tennant/Piper stories and discussions, most notably rachael_random's 'Crossing The Line' in which David Tennant's girlfriend Sophia Myles was hit by a car. This fiction was posted at the same time as many others and some people didn't like them flooding the community.
The tennant_x_piper LJ community was already in existence, and dw_rpf was created on November 3rd to cover other pairings.
[edit] Theorised Causes And Background
The October-November 2006 wave of Tennant/Piper ActorFic was attributed by some LiveJournal commentators as a result of the Doctor/Rose ship ending in televised canon. With no new material and an uncertain status in future episodes, some fans may have taken comfort in the ActorFic potential of the two actors involved.(NO actually we just liked them together, it was notihng to do with Billie leaving)
More widely, ActorFic seems to have arrived in Doctor Who fandom via fan migration. Multi-fandom fen encountered the genre and brought it with them, though it is perhaps notable that these fans tended towards the more humorous/self-parodying approach taken by the examples seen on the lifeonmartha community.
Doctor Who Confidential and tabloid interest in series are also likely contributers, allowing fans considerable exposure to the public personas of the actors, writers and producers of the series. There is also an element of projecting fannish wish-fulfillment onto writers and actors identified as fans of the franchise, with joking references to Russell T. Davies/David Tennant (as one example) being relatively common and accepted in the wider LJ community. The line between actors and characters has also been played with in tongue-in-cheek Tennant/Sladen drabbles.
Yet more "encouragment" has been found in the real life relationship between David Tennant and Sophia Myles, who played opposite each other in the romantic subplot of the episode 'The Girl In The Fireplace,' aired in the 2006 season.
