According to Piper in a post dated April 16 2003[1],

I distinctly recall that Percy/Oliver was *incredibly* popular back in those days. Cairnsy was a particularly popular author and vocal Percy defender.

On December 1, 2001, the mailing list POWSN was founded. This list, dedicated to the Percy/Oliver ship had its volume peak around July of 2003.
